Well let's start with the upper echelon, which directs what the FBI investigates. Ultimately it rests on the director to take action against agents who may act in a partisan manner, and that's something that needs to be weeded out. You initially did not separate the FBI between upper echelon and the rank and file, but regardless, the buck stops with the director.
