I've advocated that rhinos be tranquilized and their horns sawn off and burned. Same with elephants and their tusks.

I don't think there's a radio active substance that's easily detected yet harmless to animals and humans. If the radiation can go through foil, it's pretty strong stuff.

Rhino horns are not ivory. The composition is keratin, the stuff that hair and nails are made of.
Ivory composition is dentin.
