In addition, California did not have any policies and procedures for assessing and periodically reassessing the proxy percentage.

That is a clerical error that will be corrected under Federal law. There are no legal payments of Federal funds to undocumented migrants except for emergency treatments. Trump's plans to remove ACA tax credits for American citizens is the cause of the shutdown. Throwing millions off their insurance will not stand.
