This video really has both. It is about an absolutely incompetent local old plainclothes constable in an old unmarked pickup chasing a young African American woman in Arkansas over speeding. She didn't pull over because he didn't look right. She called 911 and the good cops showed up and handled the situation very professionally. I probably would have run from him too and called the cops.
