True but a lot of times it's not just their lives that they ruin, sometimes there are children involved, and drug users of course have been known to be violent.
We have institutions in place to deal with both of those issues.
 
Certainly that would account for more people in rehab, but it seems the idea the loosening restrictions leads to a decline in use is a bit misleading

It seems counter intuitive, but it seems to be the reality. When drugs are no longer illegal, people tend to not care about them as much. Teenagers don't see them as a method of rebellion, and see them like many do tabacco today, disgusting and dangerous.

The drug problem is not a criminal one. It is a health and societal one. People used to responsibly use recreational drugs with little societal wide implications. If you take an honest look at the history, a majority of the anti drug propaganda was directed toward racist white people. The movement toward prohibition used white peoples fears about african americans, chinese, and mexicans. They blatantly lied about the effects of the drugs in order to ban them.

And since then, the drug war has been used to ruin millions of people lives who are otherwise non violent people. Many many many crimes, some claim upward of 80% of property crime is indirectly or directly associated with the drug world. Usually people fiending for thier drugs trying to get high. If they were legal, they would be much cheaper, and easier for addicts to get. Meaning they won't have to rob to get the money.
