Why would the US military announce what it intends to do in Mosul and even gives the date?

IMO that is a very stupid thing to do. Are the politicians and military leaders of the US that hare brained?

They are sending the message to people in Mosul that help is on the way and to hold out against giving up on liberation and joining ISIS.
 
I think the United States citizens should have some understanding as to what our military is doing and where they're doing.

How to say? In some situations it can make sense to tell the enemy, what you want him to know.

We have done this for decades now, nothing new.

One part is psychological. The fighters are not stupid, and many have experience in fighting the US in Iraq. They know our capabilities and a great many will slink away in the night rather then face the firepower that we can throw into an area.

Another is to give civilians a chance to leave the area. In recent decades, the safety of civilians has become even more important then in defeating the enemy.

The only way this would be a failure is that after stating we are going to do something, the attack is called off. That would be a serious backfire, and would only embolden them, with claims that they "Made the US back down in fear". I have no problem in announcing general plans like this, but once announced they had damned well better do it.
