While I do believe that Israel is justified in its military response to Hamas, the sad truth is that Palestinian civilians are receiving the brunt of the suffering and that they have no means of escape. I saw the idea mentioned in another thread (can't remember which one) that Israel establish refugee camps inside Gaza as a true "safe zone" for Palestinian civilians, and I think that would be a useful and effective way of minimizing civilian deaths while accomplishing military objectives. Obviously, there should be no weapons allowed inside the camps (or people identified as Hamas militants or high-ranking civil leaders), the movement of civilians to the camps should be voluntary, and the camps should have adequate conditions for their refugees.
So, should Israel construct refugee camps for Gazan civilians? If so, would that lend further legitimacy to their military operations against Hamas?
