Well, during the '80's, Nancy Reagan was the main spokesperson for the "Just Say No" anti-drug campaign among children and teens, and it was Ronald Reagan who stepped up the war on drugs.
The anti-drug policy of conservatives is that the use of drugs go against family values, and most politicians who favor drug legalization get attacked by their opponents for being against family values. This is why it is so difficult for politicians to take pro-legalization stances.
In todays standards, I would say it's alot less of an issue then it was in the 80's. If not, then I don't think the conservatives who stand firmly against the issue of marijuana have their priorities properly set. Its arguable that conservatives of late are alot more comfortable speaking in favor of gay rights as well.
