Not surprising because terrorists have no established places of operations, keep moving, communicate by computer, very few by telephone, and now that OBL is dead and gone are forced to operate independently with no OBL financial backing.

You did not provide enough info or link . Span of control generally runs 3-7 people. So can you control 35,000 people?
