And how do you know that none are ID'ing themselves as Police? Do they not have on a Badge? Do they not say, "Police" or “Immigration and Customs Enforcement” or “Department of Homeland Security.”?

That is incorrect. Nothing states that LEO's have to give their badge number or name upon demand... only that they have to eventually give it on the police report. Prove that they NEVER give their name or badge number.
