Executive order

This may have been touched upon...

There are three levels of executive orders, of various constitutional strengths
Strongest an order tied directly to the powers given to him as Presdient - to order a retalliatory strike against an enemy while Congress decides to declare war.
Next is an order pursuant to the ecxecution of legislation - to order the closing of a military base picked from a list given to him by statute
Weakest is an order pursuant to neither.
 
although you and i don't seem to agree on much, i do agree with you here, INSIDE the executive branch, the president is his own king.

he has to obey the laws of the land, but he has the power to issue orders to the people or do things which stay within the framework of the constitution which are under his branch of office.

Yes, not only must he obey the laws of the land, he must also ENFORCE the legitimate laws of the land.
