In several respects Rep Eric Swalwell happens to be correct, at this point all Kevin McCarthy is for Republicans is a chess piece for the Trump aristocracy over the House. McCarthy is weak, held hostage by MAGA Republicans, and is largely running a Law Firm for Trump.
Sad times for this nation to see such pathetic exchanges.

It belongs to both men.The way I read the story, the Democrat said 'you are a weak man'. It was McCarthy reported to have introduced the word *****, saying if he called him that... and then the Democrat said what McCarthy had challenged him to. So the 'lack of decorum' belongs to McCarthy.
