We have mild winter so a i can say. Last winter was fine though.
A heat pump is essentially an AC unit that works in both directions, transferring heat from one side to the other by means of compressor and evaporator coils, just like your car AC. To make this work, it requires refrigerant, you know, those nasty CFCs. While R12 has been banned, scientists have recently discovered that R134 also has ill effects.

When compared to electric resistance heat (eg, Baseboard) in those areas where gas is not available, it is more efficient.

In areas where gas IS available, heat pumps will not likely have an economic advantage over gas UNLESS temperatures are moderate. It should work well in Hawaii or CA coast, probably not well in Minnesota.

In reality, they caused cooling in the upper atmosphere and cause significant greenhouse effect in the lower atmosphere.
