No...they work for the executive branch and the president is the overall boss of the executive branch. That means they work for him.
It's not their job to say ANYTHING about the president. Anything they have to say is nothing but their opinion...and their opinion doesn't matter. Only the work they do matters.

If those government employees have a problem with following orders...if they have heartburn when the President makes decisions and does things...they are free to do the right thing and leave.

You can’t have it both ways. If Trump is the unquestionable “boss” who can do anything he wants, it doesn’t matter whether it was trivial. Even if it was deadly serious, you’d still be saying that Trump was right because your position is that Trump can’t be wrong by definition. It being a trivial issue would only matter if there was any level of seriousness at which you’d accept Trumps actions being questioned or challenged.
