Ok, high powered lasers in atmosphere suffer attenuation of the beam. This is caused by the atmosphere being heated up, and refracting the laser. Like a flashlight, the beam spreads out and loses intensity, Additionally, there are dust, pollen, pollutants, and other particulates in the air, and these absorb, and refract some of the beams energy. This is in addition to what is called electron leakage.
Picture it this way, you are using a pressure washer. You have the smallest tip installed and the water stream is very tight at the tip, a few inches away, it has started to spread. As it continues on, it continues to spread. All that water is too tightly packed into a small stream, and once free of the containment, wants to spread out. I know, you have a laser pointer for the cats, and it seems to be awesome, as the light is coherent. It is, but it still spreads out. As it spreads out, just like the stream of water, it loses its intensity, and its power.
