If you are here illegally, you do not deserve a path to citizenship... you deserve to be sent back to whatever country you came from. You're taking spots away from legal immigrants who followed the rules, and whom I welcome with open arms.
This seems like the first step to amnesty for illegals. These people are not U.S. citizens so why should they be given in-state tuition rates? There are tons of young U.S. citizens (myself included) struggling to pay their way through higher education. We incur thousands of dollars in debt and still have to face a horrible job market.
This will only attract more illegal immigrants. You know the Dems stuck this to the Defense Bill because it couldn't pass on its own merits.

We treat everyone EQUALLY under the LAW, as it's written in something you may not have ever heard of... it's called the Constitution. Imagine illegals having to conform to the laws that this country has issued instead of getting a free pass. I see no practical reason to impede the desire of people who want come to this country, work in it, and support its society. The solution to illegal immigration is to make it easier to immigrate legally.

Allowing everyone who wants to come here isn't economical or practical, particularly if the rest of us are going to have to subsidize their secondary education and health care. There's nothing economical about it.
