The use of the "Law and order" and "support your local Sheriff" were code words/phrases adopted by Nixon run for President as part of his "Southern Strategy. The origin of the "law and order" movement was the John Birch Society" an ultra right wing movement who saw communists/communism in "front groups" in damn near anything American. This included black society which was judged as socialist agitators; civil rights movement etc

The movement was adopted by Nixon as a strategy to break the Democratic hold on the southern states ...............

Today most folks do not know the beginning and meaning of the terms.........

So for yourself, it is a matter of state of mind at how you mean it........
