Illegal use will be also significantly reduced, as the supply of guns dries up and the reservoir of illegal guns out there is slowly drained by law enforcement seizures.

I want to ban all guns, then allow the national executive to exempt certain types of gun - by listing the make/model#

Personally, I'd exempt:
Shotguns with a capacity of not more than 3
Muzzle loaders
Firearms made before 1946
Hunting/sporting rifles that are bolt action and contain no internal magazine
