This isn’t new. I doubt any POTUS (or congress critter) reads the annual federal “budget” bills (passed at the last minute to avoid a federal government ‘shut down’). What does appear to be new is the idea that the POTUS can make federal law via EO/EA.

First, the things Trump signed in that video are not "bills". That means your thread title is bullshit.

Second, just because Trump has someone else explain what the EO does, doesn't mean he didn't read it. It doesn't mean he doesn't know what the EO is all about. It just means he wants someone else to explain to the media what is in the EO.

Third, this is nothing new. Trump has had Will Scharf, his WH Staff Secretary, explain nearly every EO he has signed...starting from day one.

And finally, NONE of Trump's EOs would have been created if he didn't TELL someone to create it. That means Trump knows what he wants, he knows what he's doing and, as any good President would, he tells his staff to make it happen.
