He divided by the total number of voters, rather than by the number of Democrats 143/546.
Even taking him literally, it means he wants people in his administration that think like him and agree with him, rather than don't. And that Republicans are more likely to than Democrats.

Agreed, it's not disrespectful to Baltimore. It is disrespectful to office of the Presidency to talk like an idiot, as Trump does in this comment. Rosenstein isn't from Baltimore, even if he were from Baltimore that would not be your guide for learning his political party unless you were a numbskull, and his job as assistant attorney journal is above political loyalty not tied to political loyalty.
