The region known as Germany today, was historically a mess of various kingdoms and other types of countries, that were very loosely unified under the Holy Roman Emperor. As for England, France and Russia. They all existed in 1871 and had existed since 927 for England, 987 for France and 1547 for Russia. As with "Germany", there were precursers for all 3.. Murcia in England, the Francian kingdoms in France and Moscovy/Kivean Rus in Russia.

Technically the unification happened in 1866 after the Northern German Confederation was formed after the Prussians kicked the Austrians ass and sized the last Austrian land up north and broke their influence on the various states there.
One could also argue that Germany existed during the Roman times as the word German comes from the Roman name for the area.. Germania.
