He would have had to declare for 2024 Senate months before Biden even dropped out, and I don’t think most people would see him trading cabinet for an open Senate seat in a key swing state as a poor reflection on Biden. And even if they did that might be an advantage for him now.

I think Democrats in general need to show they can govern well at the state and major city level. However, while I think voters should demand some previous governing experience for the presidency, they obviously don't.
