That's the only one that would work, when the allegation is that federal spending increased. See, because federal spending is what the federal government spends. If revenue fell, what might increase is deficit, later, debt. But that's not what was said. What was said is that spending increased 220 billion in 100 days, and *you* want to answer that by saying that this happened because judges blocked Trump cutting spending. So...what's the cause of the increase.
