Democrats to sue Arizona over voter access
The lawsuit will cite the long lines from last month's presidential preference election as well as other election practices as disenfranchising voters, especially minorities, the DNC said in a statement.
"Republicans are using every tool, every legal loophole and every fear tactic they can think of to take aim at voting rights wherever they can," said DNC Chairman Debbie Wasserman Schultz, a Florida congresswoman.
The DNC said it will ask the U.S. District Court in Phoenix to require Maricopa County to submit all its polling locations for the November general election to the court for review, to ensure the plan would not discriminate against minority voters.

The polls in Maricopa County were open to all voters registered in either the Democrat or Republican party. Democrats were no more inconvenienced than Republicans were.

She just decided to discount them. Really.
Yes, it would seem that is a possibility except for a couple problems that were noted within a few hours of the Arizona primary
There were multiple reports of Democratic voters being told they were on the rolls as Independent or Libertarian and therefore they couldn't vote

The Secretary of State has a pretty decent website and you can check where your polling place is and how you are registered in a matter of a few clicks. That can all be done well in advance of any election too so if they didn't know what was going on that's their fault, not the state's fault. Maricopa County reduced the number of polling locations for everyone, not just Latinos.
While both rich and poor areas were hurt by a lack of polling sites this year, a wide swath of predominantly minority and lower-income areas in west Phoenix and east Glendale, along with south Phoenix, were particularly lacking in polling sites compared with 2012. Poorer areas of east and west Mesa lacked polling sites as well, as did south Avondale and much of Goodyear.
However, more wealthy areas of Gilbert, Chandler, Ahwatukee Foothills and north Scottsdale also were more than three miles from a voting site.

What was the excuse for cutting the number of polling places from 200 in the 2012 primaries to 60 this year? Why did Pima County have twice as many polling places with only one third the population of Maricopa County?
The ever so small matter is that many of those in the poorer districts don't have the transportation to get to a distant polling place and often they can't afford to take 5 or 6 hours off from work to stand in line to vote.

The polling places were reduced because most voters were mailing in ballots instead of going to the polls and that also answers the second part of your question because registered voters don't even need to leave their house to vote.

umm actually it isn't. There is no reason to have a ton of polling places if the majority of people are mailing in their ballots.
