This is laughably incorrect in the context of immigration history in this country. Immigrant communities have been putting up business signs and adverts in their native languages for as long as they have been coming to these shores. This is often done to help new immigrants and retain their culture, because the important thing to remember is most immigrants come not because they're fleeing their culture, but their economic conditions.

Their love of all aspects of their culture is what enriches the "melting pot" or we wouldn't be what we are as a country had they just abandoned their language, culture and food. You can look back to Ben Franklin complaining about German immigrants who kept speaking German and insisted on their architecture in German majority communities. This whole idea that Arabic on a local police department means they're colonizers is silly.
