Could someone like this guy ever win an election in America?

This is a Japanese politician who ran for Governor of Tokyo County. Every politician is given equal airtime in Japan to explain their platform, and the TV stations can not edit it and are therefore not responsible for its content. He garnered 15,000 votes.

I remember in north west united states that ran on the platform of never telling a lie who almost won a seat in congress. There was a documentary on the guy, but I can't find it. Regardless do you think a man who is totally against the establishment win a seat in elected office such as governor or congress?
 
I thought we just elected one like that...you know, Obama. Destroy everything, tear down the country, etc.

15,000 people in japan liked his message enough, he also ran in America or at least reached out to the people of America for help in his cause. He says he represents 6 billion people, the 1/30th of people around the world that never get representation because they are against the establishment.

I would rather our election coverage be as straight forward and determined based on the candidates education, experience, ideas, and ideals rather then the size of the candidates or supporting parties pocket book.

No, he meant that we, the Americans, are 1/30th of the world's population and he represents the 6 billion other people in the world. He's basically arguing that we have such a strong influence on the world, everyone else should be able to vote in our elections. He's either crazy or telling us to be isolationist, or (more likely) both.
