Campbell was kvetching about how hard it is for patients to get prescriptions for narcotics and tranquilizers these days.
It has gotten harder, and the reason isn't fear of diversion to street sales, the reason is that it has become known that these drugs are a lot more dangerous for patients than was supposed.
For example, in 2011 the number of people who died from prescription narcotics overdose was the equivalent of a 737 full of people crashing, killing everyone, every other day all year.
More people than was realized ruin their lives through drug addiction with prescription medications.
In the 1980s there was a campaign to loosen up the restictions on narcotics and encourage doctors to use them more freely. The result has been an unmitigated disaster according to studies done since then.
