Conservatives are about doing things in the traditional way. When it comes to education, the way was to rely on a specific set of knowledge that should be taught. They had a canon for literature, science, and philosophy. Two of the most well-known proponents of the canon for literature are Alan and Harold Bloom (no relation) both of whom are conservative.
Common Core (in it's full form) is a progressive's idea of how education should be in this country. Every single little aspect of each child's life is going to be documented. Your child won't just get reading, writing, math grades - your child will be graded on social and emotional areas as well. And each category has at least 6 subcategories for which the teacher must show at least 3 pieces of evidence for the "grade". Report cards won't be A, B, C, D, F.... they'll be 1, 2, 3, 4 ---- each subtopic will have a grade. And, as I said, each subtopic grade needs to have documentation to show why that grade was given. It's all about data-tracking. LOTS of paperwork. LOTS of documentation. Which is probably why the standards are dumbed down - teachers won't have time to actually teach.

As I've explained, the core concept behind a Common Core is adherence to a canon (ie a body of knowledge every child should have) which is a conservative idea promoted by conservatives
As far as measuring students achievements, again that's a conservative idea as demonstrated by the current vogue in education - testing kids using standardized tests.
RTTP builds on bush*'s education program (if I remember correctly it was called Leave No Child Behind)
And it's no surprise that the right is rejecting their own ideas. It's not the first time. Conservatives also like to whine about zero-tolerance policies, individual mandates, state exchanges for insurance, and states rights (when it comes to health insurance - they want to eliminate the states powers to regulate insurance in order to enable insurers to sell across state lines)
