Yeah, you could have. Australia and New Zealand did that. But neither Republicans nor Democrats ever did, so let's not have that moral high ground about "open borders". It's nothing to do with open borders, they're separate issues.

If you took every illegal immigrant who presented at a border post or got caught near the border, and you told them they would be set free until their court hearing (catch and release) BUT they had to stay in a one-star motel for two weeks, I expect they'd be quite understanding.

It's getting wealthy Americans who travel for fun or as part of their work, to stay alone in any kind of hotel for two weeks. Not so much. "What? No hookers?"
