The mysterious sounds heard by the CIA officers are like this :



The victims actually hear these sounds by their brain, not by their ears, therefore covering their ears is useless.

Also, these sounds are highly directional, only targeted victims can hear them. Other people around a targeted victim, if they are not targeted as well (by the attacker), are not able to hear the mysterious sound. Thus the victims could be misunderstood by people as "delusional", or having "mental illness" or "psychological problem".

(This raises another question : How did they get the sound sample ? Such sound is highly directional and intended to be heard by a targeted victim only, it is not intended to be recorded by a 3rd-party device.

They must have some technologies to intercept and fetch this kind of highly directional microwave. And since they can intercept, they should also know how to defend, but they prefer not to tell the public ? )

A victim who hears this type of sound is called a Targeted Individual, his mind is constantly read by the attacker, all his thoughts are revealed to the attacker.

This is a Mind Control technology, and it is very real. Many victims all over the world reported that their immediate thoughts were known, or even spoken out by strangers.

This technology can also cause illnesses or inflict damages on a victim's body. When a guy gets older, he may naturally think that some of his diseases are caused by aging. But there is another possibility : some of his diseases are actually man-made illnesses caused by remote radiation attack.

During the Cold War, Washington feared that Moscow was seeking to turn microwave radiation into covert weapons of mind control.

More recently, the American military itself sought to develop microwave arms that could invisibly beam painfully loud booms and even spoken words into people’s heads. The aims were to disable attackers and wage psychological warfare.

Now, doctors and scientists say such unconventional weapons may have caused the baffling symptoms and ailments that, starting in late 2016, hit more than three dozen American diplomats and family members in Cuba and China. The Cuban incidents resulted in a diplomatic rupture between Havana and Washington.
In particular, a growing number of analysts cite an eerie phenomenon known as the Frey effect, named after Allan H. Frey, an American scientist. Long ago, he found that microwaves can trick the brain into perceiving what seem to be ordinary sounds.

The false sensations, the experts say, may account for a defining symptom of the diplomatic incidents — the perception of loud noises, including ringing, buzzing and grinding. Initially, experts cited those symptoms as evidence of stealthy attacks with sonic weapons.
Mr. Frey, a biologist, said he stumbled on the acoustic effect in 1960 while working for General Electric’s Advanced Electronics Center at Cornell University. A man who measured radar signals at a nearby G.E. facility came up to him at a meeting and confided that he could hear the beam’s pulses — zip, zip, zip.

Intrigued, Mr. Frey traveled to the man’s workplace in Syracuse and positioned himself in a radar beam. “Lo,” he recalled, “I could hear it, too.”

Mr. Frey’s resulting papers — reporting that even deaf people could hear the false sounds — founded a new field of study on radiation’s neural impacts. Mr. Frey’s first paper, in 1961, reported that power densities 160 times lower than “the standard maximum safe level for continuous exposure” could induce the sonic delusions.

His second paper, in 1962, pinpointed the brain’s receptor site as the temporal lobes, which extend beneath the temples. Each lobe bears a small region — the auditory cortex — that processes nerve signals from the outer and inner ears.

Investigators raced to confirm and extend Mr. Frey’s findings. At first they named the phenomenon after him, but eventually called it the microwave auditory effect and, in time, more generally, radio-frequency hearing.

The Soviets took notice. Not long after his initial discoveries, Mr. Frey said, he was invited by the Soviet Academy of Sciences to visit and lecture. Toward the end, in a surprise, he was taken outside Moscow to a military base surrounded by armed guards and barbed-wire fences.

“They had me visiting the various labs and discussing the problems,” including the neural impacts of microwaves, Mr. Frey recalled. “I got an inside look at their classified program.”

Moscow was so intrigued by the prospect of mind control that it adopted a special terminology for the overall class of envisioned arms, calling them psychophysical and psychotronic.

Soviet research on microwaves for “internal sound perception,” the Defense Intelligence Agency warned in 1976, showed great promise for “disrupting the behavior patterns of military or diplomatic personnel.”

The National Security Agency gave Mark S. Zaid, a Washington lawyer who routinely gets security clearances to discuss classified matters, a statement on how a foreign power built a weapon “designed to bathe a target’s living quarters in microwaves, causing numerous physical effects, including a damaged nervous system.

Mr. Zaid said a N.S.A. client of his who traveled there watched in disbelief as his nervous system later unraveled, starting with control of his fingers.
Washington, too, foresaw new kinds of arms.

In Albuquerque, N.M., Air Force scientists sought to beam comprehensible speech into the heads of adversaries. Their novel approach won a patent in 2002, and an update in 2003. Both were assigned to the Air Force secretary, helping limit the idea’s dissemination.

The lead inventor said the research team had “experimentally demonstrated” that the “signal is intelligible.” As for the invention’s uses, an Air Force disclosure form listed the first application as “Psychological Warfare.”
Russia, China and many European states are seen as having the know-how to make basic microwave weapons that can debilitate, sow noise or even kill. Advanced powers, experts say, might accomplish more nuanced aims such as beaming spoken words into people’s heads. Only intelligence agencies know which nations actually possess and use such unfamiliar arms.
Diplomats and their families recounted high-pitched sounds in homes and hotel rooms at times intense enough to incapacitate. Long-term, the symptoms included nausea, crushing headaches, fatigue, dizziness, sleep problems and hearing loss.
But in a scientific paper that same month, James C. Lin of the University of Illinois, a leading investigator of the Frey effect, described the diplomatic ills as plausibly arising from microwave beams. Dr. Lin is the editor-in-chief of Bio Electro Magnetics, a peer-reviewed journal that explores the effects of radio waves and electromagnetic fields on living things.

In his paper, he said high-intensity beams of microwaves could have caused the diplomats to experience not just loud noises but nausea, headaches and vertigo, as well as possible brain-tissue injury. The beams, he added, could be fired covertly, hitting “only the intended target.”
The medical team that studied the Cuba diplomats ascribed the symptoms in the March JAMA study to “an unknown energy source” that was highly directional. Some personnel, it noted, had covered their ears and heads but experienced no sound reduction. The team said the diplomats appeared to have developed signs of concussion without having received any blows to the head.
In May, reports emerged that American diplomats in China had suffered similar traumas. Secretary of State Mike Pompeo called the medical details of the two groups "very similar” and “entirely consistent" with one another. By late June, the State Department had evacuated at least 11 Americans from China.

WASHINGTON -- A new report by a National Academy of Sciences committee has found that “directed” microwave radiation is the likely cause of illnesses among American diplomats in Cuba and China.

The study commissioned by the State Department and released Saturday is the latest attempt to find a cause for the mysterious illnesses that started to emerge in late 2016 among U.S. personnel in Havana.

The study found that “directed, pulsed radio frequency energy appears to be the most plausible” explanation for symptoms that included intense head pressure, dizziness and cognitive difficulties. It found this explanation was more likely than other previously considered causes such as tropical disease or psychological issues. The study did not name a source for the energy and did not say it came as the result of an attack, though it did note that previous research on this type of injury was done in the former Soviet Union.

Canada is reconsidering its diplomatic presence in Cuba following another confirmed illness among embassy staff.

A senior government official said Thursday a staff member posted to the Canadian Embassy in Havana reported symptoms in early summer and testing recently confirmed the case.

A total of 13 diplomats, spouses and dependents have come down with a mysterious illness that causes nausea, dizziness, headaches and trouble concentrating, among other symptoms.

When symptoms first appeared in February and March of last year, the government believed the illness only affected hearing.

Now, they understand it’s a much broader range of symptoms that affect people differently.
Speculation has focused on some kind of acoustic or microwave assault, unknown contaminants and even chirping crickets. Officials have all but ruled out environmental factors — such as toxins in the air, soil or water — and no longer suspect a sonic attack is to blame.
 
Man that's some scary shit. They probably generated the sample sound based on the victims' descriptions, similar to how a sketch artist works with victims to draw a face.
 


In this video, the man said :

"The recording gives us the first hand of sense of what this was like ...... and even in some of the recordings that the AP has revealed ...... These recordings have also been reviewed by people who heard the sound first hand in Cuba and they confirmed that the recordings are generally consistent with what they heard ...... Traditional recording devices are only able to pick up certain types of frequencies ...... it's possible there are additional frequencies, possibly those too low or too high to be picked up, that are also happening when this attack occurred."

The man kept saying "recording" and at the end he mentioned "recording devices" that can "pick up... frequencies", so it is highly likely that they used some recording devices to get the samples, the sample sound is a recording, instead of something artificially created or combined according to the victims' descriptions.

Furthermore, many victims, including other Targeted Individuals, confirmed that the sample sound is what they heard when the mysterious attacks occurred. If the sample is an artificially created or combined thing, it cannot be so exact.

In 1965, according to declassified Defense Department documents, the Pentagon, at the behest of the White House, launched Project Pandora, top-secret research to explore the behavioral and biological effects of low-level microwaves.
For approximately four years, the Pentagon conducted secret research: zapping monkeys; exposing unwitting sailors to microwave radiation; and conducting a host of other unusual experiments (a sub-project of Project Pandora was titled Project Bizarre). The results were mixed, and the program was plagued by disagreements and scientific squabbles.
But there are hints of ongoing research: An academic paper written for the Air Force in the mid-1990s mentions the idea of a weapon that would use sound waves to send words into a person's head. "The signal can be a 'message from God' that can warn the enemy of impending doom, or encourage the enemy to surrender," the author concluded.

In 2002, the Air Force Research Laboratory patented precisely such a technology: using microwaves to send words into someone's head. That work is frequently cited on mind-control Web sites. Rich Garcia, a spokesman for the research laboratory's directed energy directorate, declined to discuss that patent or current or related research in the field, citing the lab's policy not to comment on its microwave work.

In response to a Freedom of Information Act request filed for this article, the Air Force released unclassified documents surrounding that 2002 patent -- records that note that the patent was based on human experimentation in October 1994 at the Air Force lab, where scientists were able to transmit phrases into the heads of human subjects, albeit with marginal intelligibility. Research appeared to continue at least through 2002. Where this work has gone since is unclear -- the research laboratory, citing classification, refused to discuss it or release other materials.

The official U.S. Air Force position is that there are no non-thermal effects of microwaves. Yet Dennis Bushnell, chief scientist at NASA's Langley Research Center, tagged microwave attacks against the human brain as part of future warfare in a 2001 presentation to the National Defense Industrial Association about "Future Strategic Issues."

"That work is exceedingly sensitive" and unlikely to be reported in any unclassified documents, he says.
But, given the history of America's clandestine research, it's reasonable to assume that if the defense establishment could develop mind-control or long-distance ray weapons, it almost certainly would. And, once developed, the possibility that they might be tested on innocent civilians could not be categorically dismissed.

Girard, for his part, believes these weapons were not only developed but were also tested on him more than 20 years ago.
 
One TI from California conducted about 50 interviews, narrowing the symptoms down to several major areas: "ringing in the ears," "manipulation of body parts," "hearing voices," "piercing sensation on skin," "sinus problems" and "sexual attacks." In fact, the TI continued, "many report the sensation of having their genitalia manipulated."

Both male and female TIs report a variety of "attacks" to their sexual organs. "My testicles became so sore I could barely walk," Girard says of his early experiences. Others, however, report the attacks in the form of sexual stimulation, including one TI who claims he dropped out of the seminary after constant sexual stimulation by directed-energy weapons. Susan Sayler, a TI in San Diego, says many women among the TIs suffer from attacks to their sexual organs but are often embarrassed to talk about it with outsiders.

"It's sporadic, you just never know when it will happen," she says. "A lot of the women say it's as soon as you lay down in bed -- that's when you would get hit the worst. It happened to me as I was driving, at odd times."

What made her think it was an electronic attack and not just in her head? "There was no sexual attraction to a man when it would happen. That's what was wrong. It did not feel like a muscle spasm or whatever," she says. "It's so . . . electronic."
"One tries to convince friends and family that you are being electronically harassed with voices that only you can hear," he writes in an e-mail. "You learn to stop doing that. They don't believe you, and they become sad and concerned, and it amplifies your own depression when you have voices screaming at you and your friends and family looking at you as a helpless, sick, mentally unbalanced wreck."
A proposal made in 2001 by Rep. Dennis Kucinich (D-Ohio) to ban "psychotronic weapons" (another common term for mind-control technology) was hailed by TIs as a great step forward. But the bill was widely derided by bloggers and columnists and quickly dropped.
But September 11, 2001, changed the mood in Washington, and some in the national security community are again expressing interest in mind control, particularly a younger generation of officials who weren't around for MK-ULTRA. "It's interesting, that it's coming back," Alexander observed.

This is covered by reputable news sources, not just the "woowoo" types of media publications. Kinda an established fact by now. The reason the govt downplays it is because they don't want it to get out that it's not just them using it. I mean, c'mon now, if you were a very rich person and wanted to buy technological tools to do this, and money were no object, then it would be able to be purchased. It's not just advanced technology that most people that aren't aware of that is dangerous in the hands of the govt, it's dangerous in the hands of private owners and corporations too. Only thing is, I doubt very much that tin foil works.

Keeping a sense of humor, even dark humor, about it, can help a little, though. Just not humor that mocks those that are either going through it or educating themselves about it. jmo.

I have a ringing in my ears most of the time. It’s not loud enough, to bother me seriously, but it’s curious. It’s always the same high pitched tone, and in fact it is almost a perfect A (I can tune a guitar to it, and check it against a tuner.)

Microwave Auditory Effect is not the same as normal tinnitus. Normally a tinnitus does not come together with other symptoms of Havana Syndrome : dizziness, head pressure, cognitive difficulties. etc.

Many Targeted Individuals reported that since they became TIs, "The whole world feels different", because they are attacked by highly directional microwaves every day. It is true that microwaves are everywhere in a modern city, but normally they are scattered and weak. However, when a person is attacked continuously by highly directional microwaves, that feeling is very different.
 
How is the microwave able to penetrate through the skull and surrounding flesh without interacting, or causing heat? What's the causal mechanism for these microwaves to interact with the neurons of the brain, but not the rest of the body?
