Statement by Prime Minister Carney on Canada’s recognition of a Palestinian state

July 30, 2025
Ottawa, Ontario

“Canada has long been committed to a two-state solution – an independent, viable, and sovereign Palestinian state living side by side with the State of Israel in peace and security.

For decades, it was hoped that this outcome would be achieved as part of a peace process built around a negotiated settlement between the Israeli government and the Palestinian Authority.

Regrettably, this approach is no longer tenable. Prospects for a two-state solution have been steadily and gravely eroded, including by:

  • The pervasive threat of Hamas terrorism to Israel and its people, culminating in the heinous terrorist attack of October 7, 2023, and Hamas’ longstanding violent rejection of Israel’s right to exist and a two-state solution.
  • The accelerated settlement building across the West Bank and East Jerusalem, while settler violence against Palestinians has soared.
  • Actions such as the E1 Settlement Plan and this month’s vote by the Knesset calling for the annexation of the West Bank.
  • The ongoing failure by the Israeli government to prevent the rapidly deteriorating humanitarian disaster in Gaza, with impeded access to food and other essential humanitarian supplies.
The deepening suffering of civilians leaves no room for delay in co-ordinated international action to support peace, security, and the dignity of all human life. Preserving a two-state solution means standing with all people who choose peace over violence or terrorism, and honouring their innate desire for the peaceful co-existence of Israeli and Palestinian states as the only roadmap for a secure and prosperous future.

For these reasons, Canada intends to recognize the State of Palestine at the 80th Session of the United Nations General Assembly in September 2025.

I have few oppositions to Canada's international position OTHER than objection to our middle east role....we are far far too pro Israel.

The more I hear about Israel and Gaza the less I want to pay attention.

I have never liked Canada's pro-Israel role. It is ONE exception to our otherwise respected unbiased positions in the world. Hamas gets away with way too much on Canadian soil.

Because of that I doubt the world will be over eager to listen to Carney

The idea of a global movement for other nation-states to recognize the existence of a Palestinian State in which Hamas has no further role is a good one. I don't know if it's enough for 100+ nations to follow in these footsteps, but it's not a bad start. Well done Canada, this is good leadership on the global stage.

The state of Palestine is recognized by 149 of the UN's 193 members. Carney isn't the outlier.
Having those 149 states all issue a similar "Palestine State is recognized; Hamas has no role in it" declaration could be pretty meaningful. If somehow you could get China and India on board as well (a tough ask) that would be a critical fraction of the global population behind the idea.

Way to go Canada! This is a brilliant description of the issue that covers most of the obstacles to peace.

Heh, heh.
Big balls.

This was Netanyahu's statement after France decided to recognize a Palestinian state. He'll be pissed at us now as well, and maybe the UK.

Until the state of Israel is forced to leave Palestinian land and stop killing Palestinian civilians in a borderline genocide, worrying about Hamas is simply not the priority.

Israel’s actions, after all, directly empower extremists.

Good. One more country stands for peace.

Hamas has to be included in the statement, to leave them out simply because it bothers @Tigerace117 would be silly since leaving them in costs nothing but a few words and neatly nips in the bud any assertions about the statement being entirely one-sided.

Israel has murdered more civilians in a year than Hamas has in its entire existence. There is no moral equivalence here.

Should every statement made against apartheid in South Africa have included condemnation of the ANC?

Like I said, while I have no doubt that Carney was deeply and powerfully concerned about the impact that referencing Hamas in the statement would have on some person named @Tigerace117, and that he surely and rightfully considered removing the reference to placate you right up until the eleventh hour, the right call ultimately was to leave it in... while recognizing the deep harm doing so would do to @Tigerace117. Now, you will have to live with the realization that Carney left Hamas in despite all of your recriminations, and you'll have to do so for the rest of all eternity.

Thoughts and prayers.

What does the recognition of a Palestinian state mean on the ground?

What does the recognition of a Palestinian state mean on the ground?
Nothing, right now. But eventually, if more countries commit....

And it could be a start to significant international pressure on the Government of Israel to stop torturing and killing trapped and helpless civilians.

Oh look, more flailing because you just can’t bear to face up to what Israel is doing. Yawn.

It must hurt seeing Israel’s efforts collapsing given your previously stated support for Palestinian children being forced into “reeducation” camps.

Like I said, thoughts and prayers on being so blatantly dismissed and ignored by Mark Carney.

Like I said, I know you are hurting over seeing Israel’s efforts to wipe the Palestinians out facing ever increasing criticism, but no amount of blind denial can change the fact that there is no moral equivalence here.

I wonder if the US is going to be the last just like we were the last to even do something about south africa.
