There is historical precedent to impeach a government official, even after they leave their office: see William W. Belknap.

The Constitution does not offer a time frame upon impeachment. Punishment for a president is to be removed from office, not allowed to run for office again or to loose all perks post service. Or combination thereof.

William W. Belknap isn't as good a precedent as you think it is. The committee had already recommended his impeachment and he was impeached later the same day as he resigned. On the perhaps specious reasoning that the events were simultaneous, occurring on the same day. Particularly amusing is that he was impeached at 11 in the morning ...

Anyway, it's not a good precedent for trying to impeach someone months or years after they resigned or left office naturally.

Impeachment is the sole property of the house. An elected official can be impeached but not removed from office just like trump was twice.
