Children are not incapable of making rational decisions. The OP starts with a false premise. They are less likely to make one, which is why being transgender is not based off of simply that statement made by a child.

Otherwise, these countires are not banning the process altogether, as American laws are doing.

But one of the main ones is banning child sex changes, and Biden did specifically refer to a hypothetical kid in his comments. If he's talking about something else, then he really should clarify this, because it sure sounded like he was saying that banning child sex changes is sinful (and as a corollary, that performing child sex changes is a holy sacrament).
There is zero evidence thatchild sex changes"gender affirming care" is beneficial to minors, and we should not be mutilating the healthy bodies of people who are too young to consent to that.
