I looked through the documents.

What it looks like to me are staffers contacting White House lawyers to strategize that if they were to get involved in the issue of rising threats at school board meetings that was happening around the country how they could legally approach it.

There is a lot of "That isn't under Federal purview and protected first amendment" stuff in there and a lot about how it is not a federal matter if it is one thing but could be a federal crime if it is another.

To me... it looks like they were getting their ducks in a row to be able to charge people correctly if Federal law enforcement were needed to get involved.

What I don't see oddly enough is anything like sending masked agents en masse to certain cities backed up by National Guard and the Military to randomly scoop up people off the street because that would be concerning.
