Not sure what you're getting at.
Biden's claim is relying on the expectation that Pfizer and Moderna will each deliver 200M doses by the end of May. That alone will be more than enough to vaccine every adult in the US who is likely willing to get vaccinated by then. The J&J doses are basically extra, but if they can deliver 20 million in the first month, it seems unlikely that they could not do at least 15 million per month after that with existing capacity, meaning that we'd technically have enough for pretty much every adult (regardless of willingness).
Michigan is already manufacturing more ,J & J so double your numbers with the addition of the Michigan plant alone the first month.

Maufacting plants within the month and next month an additional fill bottling plant.
If Michigan has manufacturing making the vaccine a day after it is announced it will not take a month or two to get the other Two Merck manufacturing plants to produce the vaccine.
As said they are not inventing a new vaccine or new technology.
