Of course it aids potential allies, just as Russia's Foreign Ministry does. You seem to have the naive notion that Russian agents weren't also active in Ukraine 2013-2014. The Party of Regions (Yanukovych) was infested with pro-Kremlin MP's.
Such going's on are usually refered to as the Great Game. Ever hear of it?

This is a problem with American foreign policy since the end of WWII. We keep interferring, we keep screwing it up, we keep walking away, and we keep worndering why so much of the world hates us.
Maybe it's time to realize it isn't a "Game". The "Great Game" referred to how the UK and Russian Empire played games with the peoples of the Middle East and South Asia. Look how well that's turned out.
