According to the state constitution, it always has been, but certain counties didn't feel like they had to recognize that, but now, thanks to a bill just passed, we are officially an open carry state.
According to the bill: you don't have to have a permit to carry openly, only concealed. Though as soon as you enter your car, if the gun is loaded and within arms reach, you are concealed carrying. You still can't carry in any of the places that were previously prohibited. One other thing the law changed is that your employer can no longer tell you that you can't carry your weapon in your car, because your car is your private property.
