Alabama church burning suspects

Three college kids have been arrested for the burning of nine churches in Alabama. Seems that their excuse is, they were doing it as a joke.
Apparrantly, the suspects will not be charged with "hate crimes".
What do you have to do in this country to be charged with hate crimes, call somebody a name ?:eek:
