I don't think so. You can't learn a new language overnight. Kids who come from places where English isn't the native tongue will undoubtedly lower literacy test scores.

That isn't to say that many of them won't go on to master the language and speak it better than other kids who've lived here all of their lives.

There are substantial individual differences in language acquisition ability.

Oh, yes. That's why I said "in general." But the fact that it's state-funded and equity-based the decline is pretty well spread.

Get his masters, that way, if he decides the teacher pay is too low for him he can go into administration.

I'm not a teacher, but that's the route a friend of mine from high school took. Great teacher, county teacher of the year multiple times etc etc, but just no pay in it. Now he's a principle and makes good money.

I dont think blue states will oblige him, especially in areas that have a diverse population.

He has a sharpie, EO's and Congress and courts behind him. Diversity be damned. The SOB is even going after diverse learners.
