It's not just that. The CDC quietly uses data to help inform public health officials and federal and state levels to guide health policy and public interface. They have used data to reduce certain types of cancers, chronic illnesses, asthma, and overdose deaths. They also collect public health behavioral data to help predict where problems are going to be a few years from now. I know because I once helped collect such data.
