America needs to come to grips with the history of slavery, segregation, and du jour and de facto systemic racism. Then start rebuilding inner city communities.

1. Tax land, not buildings. Doing so will remove the incentive to leave land idle and encourage productivity.
2. Have a percentage of the land tax revenue returned to the community's citizens. This will help offset the effects of gentrification.
3. Reduce other taxes including income, sales, and payroll taxes. This will attract businesses to the cities.
4. Legalize marijuana. Doing this would be a huge blow to the underground drug trade, help free up resources in law enforcement, and be an additional revenue source.

Not comprehensive but it is a start.

Blacks need to come to grips and realize slavery was 150 years ago AND DROP THE GD PITY CARD...nobody in America alive now had anything to do with it ...and most in America now didnt have anything to do with the 60s..ITS HISTORY!!!

Focusing on school. When equal budget cuts happen to an affluent school and an impoverished school, whom is likely to be impacted most?

Affluent districts overcome much of the cuts through fundraising. Schools with high poverty cannot.

After the cuts, we all act shocked that poorly educated people living in poverty misbehave.

I have no idea what it is like to live in a state of desperation. The violence is wrong, but so is the refusal to provide an equal education. I believe it is a worthy investment.

The money doesn't explain the violence inside the Chicago school grounds on a daily basis.

The schools are there, the teachers are there, and yet they need police precincts on school grounds.

All the money in the world isn't going to help one bit until the inner city kids refuse to participate in the culture of violence.

There is certainly incentive, otherwise there wouldn't be any businesses in the low income neighborhoods. The right tax incentives would pull at least a few more businesses in.

When middle-upper class moves back in to the city and gentrifies the area, many lower-middle to lower class people are priced out of the area. A citizen's dividend would help these residents keep their homes if they wish.

Lower taxes attracts business. This is Economics 101.

They may very well do so. And that is part of the argument for doing away with the Drug War altogether. However, I do think even just targeting mj would make a tremendous impact.

No I didn't watch the show, what you linked to was a video that was about 2 minutes long. The whole thing is only available to customers of certain cable providers. For some reason Time Warner isn't on there. I do plan to watch it on demand when its available though as I am curious about how wrong he can be in the episode.

At this point, the situation is so out of control, it is going to take the government to embark on a mission of mass murder as they did in the 30's to just gun down all the "gangsters" in order to end the violence. Unfortunately, the only answer to violence, is often greater violence.
