In order to get lower tariffs several countries "promised" future investments. The EU clarified to say that they could not force companies to invest and the decision rested with the companies. One of the other countries was SK who is rethinking given the ICE action against its citizens. GB will no doubt "promise" something but none of these promises are contracts , just words.
