This is like so many things Trump does/says. Encouraging more children is a good idea. Tossing prospective parents $5k per baby is a terrible way to do that encouragement. So often with Trump the actual end goal isn't that bad, or is even very good, but the outright incompetence he delivers in trying to achieve those goals is where he shows that he is a completely low IQ clown.
