The argument is fairly straightforward. If Trump gets Pennsylvania, he will already have Florida, North Carolina, Georgia, Ohio. If Biden gets it, then Trump would need to get the states mentioned, plus Arizona most likely one of three less likely Great Lakes states. If you use 538's interactive map, putting Pennsylvania in Trump's column moves his chances from 10% to 61%. In their snake chart, ranked from most Biden to most Trump oriented, Pennsylvania is the state where 270 Electoral Votes sits, also called the tipping point.
