why the cuts to Law enforcement and Air Traffic Control, Medicare?

I dislike the idea of cutting funding to education, environmental issues, and so on, but what I really don't get is cutting spending on Law Enforcement and Air Traffic Control. Those seem extremely necessary to me. just because you're (insert political group here), doesn't mean you house isn't going to get robbed or your plane won't crash. Can someone in favor of these cuts explain the logic to me?

As to Medicare...

Back when Obama first introduced his health care plan, the Red side of the country was all up in arms. "Oh ten noes, Death Panels killing grandma!!!!!!11111eleventy-one." the cry went out. But now, they want to cut Medicare. How is this not going to harm or even kill Grandma, if she can't afford to survive?

I've heard it argued (not in official sources) that 'Grandma's family can take care of her.' Well, not everyone has the means or resources or sad to say, the desire to do it.

I understand that Medicare eats up a lot of money. No one is arguing that. But not all old people have family that can--or will--take care of them.
