No, that's not what he's looking for. The site in question is a public website for approved apportionments from the U.S. Office of Management and Budget (OMB). The website was created to comply with a congressional mandate to make apportionment documents publicly accessible.

Well, that's one way to put it. another is to say that it moved and information that was available on the pervious site site is no longer available on the new site. So while bad-faith R's tell people the site was moved (which is technically true while hiding the real reason, that information has been removed from the old site) the sites are not the same, which is the accusation in the OP.That site has been moved to connect.gov

If we go the law in question

system to post each document apportioning an appropriation, pursuant to
section 1513(b) of title 31, United States Code, including any

approval of such apportionment, and shall place on such website each
document apportioning an appropriation, pursuant to such section

current fiscal year, and shall report the date of completion of such
requirements to the Committees on Appropriations and the Budget of the
House of Representatives and Senate.
(c) Each document apportioning an appropriation pursuant to section

Then perhaps you should have begun with a clarification of the question before you began providing answers.As for the information, I didn't bother to create a login and wouldn't know if the information is available had I done so, not knowing what was being sought.
Want to take bets the same information is not there?Perhaps someone who is interested might create a login and inform us if what is being sought can be found.
