Are you sure that you worded that right? The CIA has no jurisdiction to covertly operate legally within the United States except for analysis and disemination of intelligence. Its mandate (not jurisdiction) is to covertly operate only outside of the USA. The FBI is the body allowed to operate covertly inside the USA as well as some of the 15 other "intelligence agencies" operating as part of the US Government.
