Where do you get the money to do all this?
FYI the New York transit system has been subsidized by the Federal Government for quite some time. Actually, subsequent to the passage of the Urban Mass Transportation Act (1964) which provided funds for modernization, and eventually leading to Federal funding for operating expenses starting in 1974. https://www.masstransitmag.com/mana...-to-federal-funding-for-public-transportation
Moreover, the NYC budget gets $9.7 Billion in Federal funding, but this has been "frozen" by the current Administration pending review and evaluation of spending. Some of the money has already been clawed back by the current Administration, and other funding is still under review.

Funding provided by the "Urban Mass Transportation Act of 1964" is part of President Lyndon Johnson's legacy.
That leaves whatever City tax base and other funding options (licensing, permits, etc.) plus what the State government is willing to provide.
