Wondering around? It says she was trying to get to her apartment.
People still have jobs and lives here. The "riots" are in a relatively small part of the city, not a widespread thing like trump wants you to believe.

I think @Napoleon thinks the cops are justified in punishing that woman. It's not a matter of threat- it was quiet and peaceful there. Not even a matter of law-breaking- cops arrest people for that. I think the perception is that government authorities, cops, are justified in meteing out punishment on the streets.

If that is real than those officers are nuts. You NEVER use force and not effect an arrest. You need the arrest to substantiate that there was sufficient legal reason to institute the use of that force.

To use force and not effect an arrest of an incapacitated subject is to strongly suggest there was not sufficient need to use that level of force.

I wasn't the kind of law enforcer who went around using force regularly. I could talk most situations down if given any sort of chance. I can tell you though, if I had to use force the person I used it against was arrested with my ability to articulate precisely the actions that required the force and the fact those actions had reached the point where they were illegal beyond the scope of probable cause to effect an arrest and required that force to protect the public or myself.
 
This was LAPD? Supposedly the 'good' police the mayor and governor are defending to be handling things well, instead of the nationalized National Guard and Marines trump sent in to escalate things? It looks like the police were told the curfew and rubber bullets let them do about anything.
