Trump talks tariffs. The EU talks free trade with the rest of the world.
The EU has several FTAs with various countries. Some of them are broad, and some of them are only for selected goods. Each trade deal is sensitive, both parts usually wants some goods to be extempt from the deal to keep protecting their market. There are usually disagreements about whose standards to follow. There are also disagreements on how trade disputes should be handled. And disagreements about what reasonable tariff levels from extempt goods should be. Sometimes these deals fail to materialize. Some times a trade deal doesn't have to be an FTA, but a deal regarding the level of tariffs (meaning both partners agree to lower tariffs on some goods, intead of a free trade agreement). Some times a third country can negotiate access to the common market (like Norway) or membership in the Customs Union (like Turkey). The EU has been aggressive in it's pursuit of FTAs, but always failed to get one with the US, because the US want the EU to drop standards and safety regulations, which the EU always refuses (and are not subject to the trade negotiation mandate the Commission has, since only the EU Parliament can do this). While Trump just talk about raising barriers, the EU is all about dropping them.
